People ask all the time:What is the best place to live in the Philippines?
I do not think there is one.
The better question is: What kind of life are you trying to build, and which location gives you the best combination of the things that matter to you?
Choosing a Place in the Philippines
The goal is not to find the place that wins somebody else’s ranking. The goal is to eliminate places that do not fit your life and seriously investigate the ones that do.
Key Factors to Consider
HealthcareAccess to appropriate hospitals, specialists, and emergency care.
TrafficHow much time you are willing to spend getting around during normal daily life.
Airport / Ferry AccessDomestic and international travel, plus family connections.
Reliable InternetEspecially important for remote work and anyone who depends heavily on being online.
Power and WaterOutage frequency, backup power, water storage, pressure, and reliability.
WalkabilityWhether normal errands can be handled without depending constantly on a car, scooter, or taxi.
SchoolsA potentially major location constraint for families with school-age children.
ClimateTropical coastal heat, cooler upland environments, or mountain-city conditions.
AmenitiesRestaurants, shopping, supermarkets, recreation, and everyday services.

Regional CitiesCities such as Iloilo and Davao can provide substantial healthcare, shopping, restaurants, universities, and airport access without operating on the same scale as Metro Manila.
Coastal and Smaller-City OptionsPlaces such as Roxas and Subic may appeal to people who want a slower pace or lower-density environment while retaining some urban infrastructure.
Cooler or Upland LivingBaguio offers a genuinely different climate, while upland communities such as Valencia can provide cooler conditions and more space while remaining close to city services.
Provincial LivingFor some people, distance from major cities and expat communities is the attraction rather than the drawback—but healthcare, transportation, utilities, internet, and emergency access need to be evaluated carefully.

These are not rankings. They are different options for different lifestyles.
Metro Manila

Cebu
Travel connectivity, major healthcare infrastructure, international-school options, and compact urban areas such as IT Park.
Davao
A major airport, commercial districts, universities, shopping, restaurants, and significant medical infrastructure.
Iloilo
Healthcare, shopping, restaurants, universities, airport access, and a substantial urban economy without Metro Manila’s scale.
Baguio
A substantially cooler climate with hospitals, universities, schools, restaurants, shopping, and other everyday services.
Clark and Angeles
Airport access, residential communities, healthcare, schools, and business development outside central Metro Manila.
Subic
Central Luzon access with a more coastal and lower-density environment.
Roxas City

My Final View
Those answers narrow the Philippines much faster than any ranking.
For us, Dumaguete and Valencia eventually won because they gave us the combination we wanted: access without too much congestion, healthcare without living in a huge city, transportation connections, reliable internet, backup power, water infrastructure, cooler upland living, restaurants and shopping close enough, and a quieter daily environment.
